A disciplina de Relações Internacionais em tempos de crise de paradigmas: Contribuições para o debate sobre o estudo de política externa

    In the last two decades, the discipline of International Relations (ir) has been at crossroads. If, on one hand, dominant theories have converged into explaining world politics within the so‑ -called “neo-neo synthesis”, on the other hand, the unexpected end of the Cold War has brought about the acknowled‑ gement that those theories needed to be reconsidered. More specifically, the pre‑ mises of the discipline needed urgent rethinking as they were at a crisis, but if it is true, this crisis is extended to foreign policy and the way the states think about their selves as policy makers. Just like the crisis between the Great Wars have made possible the birth of the discipline, the current crisis invites us to dare, to create, to reflect upon concepts and models, to challenge conventions and to propose alternative ways to understand realities.

    The purpose of this paper is to contribute to conceive alternatives to foreign policy analysis in times of crisis. In the first part we will analyze the current deconstructive critiques of the dominant theories of the ir and in the second part, we will apply some of those perspectives to the analy‑ sis of foreign policy.

    Com base no diagnóstico de que a área de Relações Internacionais (ri) atravessa tempos de crise, o obje‑ tivo deste artigo é contribuir para o debate sobre formas alternativas para se compreender a política externa. Nas últimas duas décadas, a área de ri se viu em uma espécie de encruzilhada.

    Se, por um lado, as teorias dominantes convergiram nas explicações de fenô‑ menos da realidade internacional na chamada «síntese neo-neo», por outro, o fim inesperado da Guerra Fria levou ao reconhecimento de que era necessá‑ rio repensar essas mesmas teorias. Mais especificamente, era necessário repen‑ sar as premissas da própria área e, se as premissas teóricas da área se mos‑ travam em crise, esta se estende aos limites das políticas externas dos esta‑ dos e na forma como cada Estado pode pensar novas abordagens políticas.

    Assim como os tempos de crise do período Entreguerras permitiram o nas‑ cimento da área, a crise atual nos con‑ vida a ousar, a criar, a refletir sobre conceitos e modelos, a desafiar conven‑ ções e a propor alternativas para o conhecimento da realidade. O presente artigo pretende contribuir para o debate sobre formas alternativas de conhecer a política externa em tempos de crise.

    Na primeira parte se analisará as críticas desconstrutivas atuais das teorias dominantes das ri, e, na segunda parte, aplicaremos algumas daquelas teorias à análise de política externa.
