Resumen de Cambio climático, riesgo de inundación y medidas de adaptación: retos en la valoración de daños y evaluación de medidas

  Las inundaciones suponen un importante riesgo para el bienestar de las personas por el gran impacto que causan. Por ello, distintas instituciones han emprendido planes para la mejora de sistemas de alerta y prevención, mejoras que requieren información lo más precisa posible sobre los riesgos a los que se enfrenta la población y el entorno, los cuales se definen como la combinación de la probabilidad de darse un determinado suceso y el daño que potencialmente causaría. Este estudio tiene como fin avanzar en el establecimiento de metodologías que faciliten el análisis del riesgo, para lo cual se examinan varios de los estudios realizados en este contexto con el objetivo de extraer pautas metodológicas que puedan ser utilizadas en proyectos fluviales y áreas costeras.

  Floods generate a considerable risk to human wellbeing due to the great impacts they cause. This is the reason behind the plans developed by different institutions that have the objective of improving alert and prevention systems. This improvement requires information as precise as possible about the risks population and environment are facing, risks that are defined as the combination of the probability of a certain event and the damage it would cause. This study has therefore the aim of helping the development of different methodologies capable of making easier the analysis of risk. In order to achieve this objective, it examines various studies performed in this context, with the intention of extracting methodological guidelines to be used in future projects in basins and coastal áreas.

  Uholdeak oso arriskutsuak dira pertsonen ongizaterako, eragin handia dute haien bizitzan. Horregatik, erakunde horiek alerta eta prebentzio sistemak hobetuko dituzten planak prestatu dituzte. Baina hobekuntza horiek ezarri nahi badira informazio ahalik eta zehatzena behar da biztanleek eta inguruneak dituzten arriskuei buruz, betiere arrisku moduan ulertuta gertaera jakin bat gertatzeko probabilitatearen eta horrek dakarren kaltearen batura. Azterlan honen bidez, arriskua aztertzen lagunduko duten metodologiak ezartzen jarraitu nahi da; helburu horrekin, hain zuzen, testuinguru horretan egin diren ikerketa batzuk aztertu dira, gero ibaietako eta kostaldeko proiektuetan erabili ahal izango diren metodologia-arauak lortzeko.
