Cegueras tecnológicas: el sentido de transitar desde la actividad a la práctica de la tecnología

    El artículo muestra las cegueras que la actividad tecnológica conlleva, especialmente la idea de progreso continuo, evolutivo y lineal, surgida a partir de la revolución industrial; cegueras que se han agudizado con la aparición de tecnologías de la información. Hace presente la conflictividad social que envuelve el desarrollo tecnológico. Este desarrollo ha llevado a un proceso de contestación social, de pérdida de legitimación del proceso automático y a la necesaria evaluación y planificación social de la tecnología. En la segunda parte se muestra la participación de las personas en los espacios tecnológicos: decisiones tecnológicas y su democratización. Por último, se muestra las fronteras en la concepción de la tecnología y su complejidad.

    Der Artikel beleuchtet die mit den technologischen Aktivitäten verbundene Blindheit, besonders die Idee eines anhaltenden, evolutiven und linearen Fortschritts und jene Art von Blindheit, die mit dem Aufkommen der Informationstechnologien akut geworden ist. Weiterhin wird die soziale Konfliktivität vergegenwärtigt, die der technologischen Entwicklung innewohnt. Diese Entwicklung hat zu Prozessen des sozialen Widerstands geführt, wie auch zum Legitimationverlust von automatischen Entwicklungsprozessen und zur notwendigen sozialen Auswertung und Planung der Technologieentwicklung. Es wird ausserdem die Beteiligung der Menschen in den technologischen Spielräumen aufgezeigt, die technologischen Entscheidungen und ihre Demokratisierung, sowie abschliessend die Grenzen des Technologiebegriffs und seine Komplexität.

    This paper shows the blindness that the technological activity bears, especially the idea of continuous, evolutionary and lineal progress that stems from the industrial revolution; this blindness has become worse with the emergence of the information technologies. It highlights the social conflict which pervades technological development. This development has led to a process of social debate, and to a loss of legitimization of the automatic process and to the necessary evaluation and social planning of technology. In the second part, it presents the participation of people in technological environment: decisions related to technology and their democratization. Finally, it shows the boundaries of the concept of technology and its complexity.
