Resumen de La sociedad civil como control: Algunos aspectos críticos acerca del neoinstitucionalismo

El presente trabajo examina la lectura neoinstitucionalista de la realidad económica y política argentina en la segunda mitad de los años ´90 del siglo pasado. Analiza con especial atención el papel que, de acuerdo al modelo institucionalista, le cabe jugar a la sociedad civil en el proceso de interacción con la democracia, la economía y el Estado. Se sostiene la tesis que el neoinstitucionalismo posee una teoría del Estado, pero carece de una real teoría del poder, con lo cual los problemas de injusticia quedan reducidos a problemas instrumentales y procedimentales. La ausencia de una teoría del poder impide el análisis estructural y no permite conocer en profundidad el rol y las posibilidades que los actores sociales tienen a la hora de fijar políticas frente al poder.

The present article examines the neoinstitutionalist interpretation of Argentinean political and economic reality in the second half of the ’90s during the last century. It analyzes especially the role the civil society should play, according to the institutionalist pattern in the process of interaction with democracy, economy and State. The thesis sustained is that neoinstitutionalism has a theory of State but lacks a real theory of power, thus reducing the problems of injustice to instrumental and procedural problems. The absence of a theory of power hinders structural analysis and does not allow a deep knowledge of the role and the possibilities that social actors have when setting policies related to power.

Die vorliegende Arbeit wertet die neoinstitutionalistische Interpretation der wirtschaftlichen und politischen Realität Argentiniens in der zweiten Hälfte der 90er Jahre des 20. Jahrhunderts aus. Besonders wird die Rolle analysiert, die das institutionalistische Modell der Zivilgesellschaft im Prozess der Interaktion mit der Demokratie, der Wirtschaft und dem Staat zuschreibt. Es wird die These vertreten, dass der Neoinstitutionalismus eine Staatstheorie besitzt, dass es ihr jedoch an einer wirklichen Theorie der Macht mangelt, und dass daher die Probleme der Ungerechtigkeit auf instrumentelle und prozedurale Probleme reduziert werden. Wenn es um den Entwurf von Politiken angesichts der Macht geht, verhindert das Fehlen einer Theorie der Macht die strukturelle Analyse und erlaubt es nicht, die Rolle und die Möglichkeiten der sozialen Akteure in ihrer Tiefe zu erkennen.
