  La integración regional latinoamericana es un proyecto inconcluso, que ha sido explícitamente reafirmado, pero que una y otra vez encuentra obstáculos difíciles de sortear. En este trabajo se sostiene que la construcción de una sociedad civil regional tiene una enorme importancia para un proyecto de integración, pero que la mera voluntad política en los procesos de construcción de un bloque regional es tan necesaria como insuficiente. El núcleo de este trabajo gira sobre algunos ejemplos de prácticas de actores de la sociedad civil -que es preciso que sean consideradas en el caso del Mercosur y en el de una integración más ambiciosa frente al ALCA.

  The regional integration of Latin America is an unfinished project that has explicitly been reaffirmed, and constantly finds obstacles difficult to avoid. This paper sustains the idea that the building of a regional civil society has vital importance for an integration project, and that the mere political will in the processes of construction of a regional block is necessary but not sufficient. The main point of this article deals with some examples of the actions of actors of the civil society that have to be considered in the case of Mercosur and in a more ambitious integration when facing the ALCA.

  Die regionale Integration Lateinamerikas ist ein unvollendetes Projekt, das ausdrücklich wiederbestätigt wurde, aber immer wieder schwierige Hindernisse zu bewältigen hat. In dieser Arbeit wird behauptet, dass die regionale Zivilgesellschaft für ein Projekt der Integration von entscheidender Bedeutung ist, dass jedoch der blosse politische Wille in den Konstruktionsprozessen eines regionalen Blocks so notwendig wie unzureichend ist. Der Kern dieser Arbeit kreist um einige Beispiele von Praktiken der Akteure der Zivilgesellschaft, die im Falle des Mercosur und im Fall einer anspruchsvollereren Integration angesichts des ALCA notwendigerweise berücksichtigt werden müssen.
