Resumen de Sociedad civil, participación, ciudadanía: ¿de qué estamos hablando?

La implementación en el ámbito global del proyecto neoliberal acarreó profundas consecuencias para las sociedades latinoamericanas. Si esta constatación es hoy de sentido común en lo que se refiere a la reestructuración del Estado y de la economía, los impactos de este proceso sobre la cultura política de nuestros países son menos reconocidos y lo son aún menos en sus especificidades nacionales. El texto que sigue discute las formas que asumen hoy en el Brasil estos impactos y sugiere la existencia de una confluencia perversa entre un proyecto político democratizador, participativo, y el proyecto neoliberal, que marcaría hoy, desde nuestro punto de vista, el escenario de la lucha por la profundización de la democracia en la sociedad brasileña. Examina también, la disputa político-cultural y las dislocaciones de sentido que la misma opera en tres nociones -Sociedad Civil, Participación y Ciudadanía- como referencias centrales para el entendimiento de esta confluencia. Finalmente, analiza preliminarmente las implicancias de este proceso de resignificación para las representaciones vigentes de política y de democracia.

Die globale Durchsetzung des neoliberalen Projekts hatte für die lateinamerikanischen Gesellschaften tiefgreifende Folgen. Wenn diese Behauptung auch in Bezug auf die Umstrukturierung des Staates und der Wirtschaft ein Gemeinplatz ist, sind die Auswirkungen dieses Prozesses auf die politische Kultur unserer Länder weniger bekannt und weniger noch ihre nationalen Besonderheiten. Dieser Beitrag diskutiert die Formen, die diese Auswirkungen heute in Brasilien zeigen, und nimmt ein perverses Zusammentreffen eines politischen Demokratisierungsprojekts mit dem neoliberlaen Projekt an, das heute – aus unserer Perspektive - die Szene des Kampfs um die Vertiefung der Demokratie in der brasilianischen Gesellschaft bestimmt. Ausserdem wird die politisch-kulturelle Auseinandersetzung diskutiert, sowie die Sinnverschiebungen, die sie auf drei Grundbegriffe – Zivilgesellschaft, Partizipation und Bürgerschaft – als zentrale Bezugspunkte für das Verständnis jenes Zusammentreffens ausübt. Abschliessend wird die Analyse der Verwicklungen dieses Prosesses der Sinnumdeutung für die geltenden Vorstellungen von Politik und Demokratie angeschnitten.

The global implementation of the neoliberal project brought about serious consequences for Latin American societies. If this is today a valid assumption as regards the restructuring of State and economy, the impacts of this process on the political culture of our countries are not recognized and they are even less recognized in their national characteristics. This article discusses the different forms these impacts present today in Brazil and it suggests the existence of a perverse convergence between a democratic participative political project and the neoliberal project that marks, from our point of view, the scenery of the struggle for the deepening of democracy in Brazilian society. The article also examines the political-cultural dispute and the sense disruption that occur in three notions -Civil Society, Participation and Citizenship– as central referents for the understanding of this convergence. Finally, it analyzes the implications of this process of reaffirmation for current representations of politics and democracy.
