Democracia, sociedad civil y bien común

    La expresión “bien común” se registra ya en Sto. Tomás de Aquino, en el siglo XIII. Ahora bien, el sistema político vigente en su época era la monarquía; en ese sistema no se atiende a las dimensiones participativa y comunitaria. Se trata de ubicar el concepto de bien común en sociedades democráticas y pluralistas, que se apoyen en una ética de la igualdad, de la equidad y de la corresponsabilidad. Todo esto concierta con el concepto de “democracia para nosotros”, democracia que incluye elementos ineludibles de nuestra realidad latinoamericana, pero que no deja de ser universal. El trabajo tiene 1) un momento deconstructivo crítico de la democracia tradicional. 2) un carácter constructivo, en cuanto que se busca un nuevo pacto y una nueva sociedad. Luego 3) se alude a viejas y nuevas formas de hacer política y, finalmente, 4) planteamos el difícil tema de la relación entre capitalismo y democracia.

    There are records in St Thomas Aquinas of the expression “common good”, in the XIII century. The current political system of his time was the monarchy, and in that political system, communitarian and participative dimensions are not taken into account. This article aims to place the concept of common good in pluralistic and democratic societies based on an ethics of equality, equity and co-responsibility. All this is brought together within the concept of “democracy for us”, a democracy that includes unavoidable elements of our Latin American reality, but which also remains universal. The paper includes different parts: a deconstructive critical moment of the traditional democracy and a constructive character, as it aims at a new pact and a new society. Then it makes reference to old and new ways of making politics and finally, the complex topic of the relationship between capitalism and democracy is presented.

    Der Ausdruck "Gemeinwohl" findet sich schon bei Thomas von Aquin, im XIII. Jahrhundert. Das politisch geltende System seiner Zeit war die Monarchie, und in diesem System wurden den partizipativen und kommunitären Dimensionen keine Rechnung geschenkt. Hier geht es darum, den Begriff des Gemeinwohls in demokratischen und pluralistischen Gesellschaften zu verorten, die sich auf eine Ethik der Gleichheit, der Gerechtigkeit und der Mitverantwortung stützen. Dies alles stimmt mit dem Begriff von "Demokratie für uns" überein, Demokratie, die unvermeidbare Elemente unserer lateinamerikanischen Wirklichkeit einschließt, aber die trotzdem weiterhin universal ist. Die vorliegende Arbeit hat 1) ein dekonstruktives Moment der Kritik an der traditionellen Demokratie, und 2) ein konstruktives Moment der Suche eines neuen Vertrags und einer neuen Gesellschaft. Darauf folgend 3) wird auf alte und neue Formen angespielt, Politik zu treiben. Und schließlich 4) wird auf das schwierige Thema der Beziehung zwischen Kapitalismus und Demokratie eingegangen.
