This paper argues that the role of academic staff development in Australian universities in the 1990s will be to address the problem of maintaining quality with reduced resources; that this can be achieved by developing a culture in which innovation, change, quality and excellence are encouraged, recognized and rewarded; and that this culture needs to be supported by senior management and reflected in the promotion criteria and procedures.
