La necessità di orientare le decisioni al futuro: il "Committee for the Future" del Parlamento finlandese e la situazione italiana

    Il paper analizza alcuni dei metodi attraverso i quali si può cercare di orientare maggiormente le decisioni al futuro, in un periodo nel quale la politica del “qui ed ora” non riesce a considerare il medio e il lungo periodo.

    Si sono prese le mosse da una ricerca condotta su un organo del Parlamento finlandese, il Committee for the Future, che ha il preciso scopo di generare un dialogo col governo sulle grandi questioni del futuro.

    dall’analisi di tale organo parlamentare è sorto un parallelo con la situazione italiana, dove l’attenzione al futuro pare essere un tema secondario nel dibattito politico-istituzionale. Prima di fare questo, nel paper si individuano alcune delle ragioni di tensione tra democrazie elettorali e futuro e si tracciano le coordinate relative alle principali soluzioni costituzionali e istituzionali per orientare le decisioni al futuro.

    The paper analyses some of the methods through which it is possible to try to orient decisions more towards the future, in a period in which the “here and now” policy fails to consider the medium and long term. We started from a research conducted on a Committee of the Finnish Parliament (the Committee for the Future), which has the specific purpose of generating a dialogue with the Executive on the great issues of the future. From the analysis of this parliamentary body, a parallel has arisen with the Italian situation, where attention to the future seems to be a secondary topic in the political-institutional debate. Before doing this, the paper identifies some of the reasons for tension between electoral democracies and the future and traces the coordinates relating to the main constitutional and institutional solutions to orient decisions towards the future.
