    El objetivo de este breve estudio no es establecer la clásica diferencia entre “buenos” y “malos” emperadores, sino localizar en las fuentes todos aquellos actos de gobierno enmarcados en una dinámica terrorista para demostrar, en primer lugar, que si bien Domiciano pudo haber cometido numerosos crímenes y atrocidades que le hicieron merecedor del título de déspota o demente, otros actos albergan una clara intención política mediante la logística del terror, exactamente el mismo mecanismo que aplicaron su hermano mayor y su padre, probando así que el miedo no dejaba de ser un instrumento al servicio del Estado modificable según las circunstancias, no una mera actitud personalista. Y así, en segundo lugar y como conclusión, probaremos la existencia de un terrorismo de Estado y contra el Estado en tiempos antiguos, comprendiendo qué criterios son necesarios para catalogar una acción como terrorista.

    The purpose of this brief study is not to establish the classic distinction between “good” and “bad” emperors, but locate in sources all those acts of government framed in a terrorist dynamic to demonstrate, first, that while Domitian may have committed many crimes and atrocities that earned him the title of despot or insane, other acts house a clear political intention through the logistics of terror, exactly the same mecanism that his older brother and his father applied, proving that fear would not stop being a tool to serve the State, modified depending on the circumstances, not merely a personalistic attitude. And secondly, and in conclusion, we will prove the existence of State terrorism and against the State in ancient times, understanding what criteria are required to catalog a terrorist action.
