  A revolução tecnológica modificou a estrutura social,política, econômica e cultural, trazendo desafios e uma nova realidade, emergindo, assim, a Sociedade da Informação. O Direito e seus institutos não poderiam ficar estanques ou estagnados a notável evolução, diante desse fato, com o crescente uso da Internet grandes questões jurídicas se perfizeram em razão da alta complexidade do tema. O instituto da Responsabilidade Civil aponta um norte quanto à respon-sabilização no âmbito da Internet, principalmente, no que concerne aos provedores de serviço de Internet. Desta forma, o intuito do Direito, por meio de uma interpretação sistemática é assegurar que a tecnologia, informação e conhecimento sejam utilizados e sempre empregados em prol da humanidade

  The technological revolution has modified the social, political, economic and cul-tural structure, bringing challenges and a new reality, thus emerging the Information Society. The Law and its institutes could not be stagnant or indifferent tothe remarkable evolution, in view of this fact, with the increasing use of the Internet great legalissues developed due to the high complexity of the subject. The Civil Liability Institute points a direction to Internet account-ability, especially with regard to ISPs. The aim of law, through a systematic interpretation of norms, is to ensure that technology, information and knowledge are used and always used for the benefit of humanity.
