Resumen de Utilização de resíduos sólidos em licitações sustentáveis: recomendações para licitações públicas do estado do Ceará em consonância com a PNRS

  Este artigo pretende propor medidas à administração pública do estado do Ceará para incentivar a utilização dos resíduos sólidos, gerados no estado, em suas licitações de obras públicas, conforme preconiza a Política Nacional de Resíduos Sólidos (PNRS). A metodologia foi baseada em uma pesquisa qualitativa, de natureza aplicada, mediante levantamento do material bibliográfico mais atual sobre o estado da arte para resíduos sólidos e licitações sustentáveis. Com isso, verificou-se que no estado do Ceará não existem muitas diretrizes para aplicação de resíduos sólidos em licitações de obras públicas e, portanto, como contribuições para a administração pública foram elaboradas recomendações acerca de regulamentações e melhorias, de forma a propiciar maior segurança jurídica aos técnicos e gestores.

  This article deals with the tools for implementing sustainable measures in the bidding for works of the Government of the State of Ceará. To this end, initially a survey of the situation of solid construction and demolition waste was carried out: its volume; where your disposal is being made; its applicability; the situation of RCDs in the State of Ceará. With this information in mind, and considering that some intervention by the public administration is necessary to reduce the volume of RCD that is generated annually, and also considering the consumption power of the government itself, the feasibility of carrying out bids with the application was verified. sustainable requirements, such as the application of recyclable RCD materials. Finally, a survey was carried out of the measures that are being adopted by the various federal units of the public power to implement actions to carry out sustainable bids and the appropriate proposals were made so that the Government of the State of Ceará can adopt measures of this nature in its bids.
