The paper explores the need to have a clear understanding of the environment into which learning materials and resources are introduced. The two main components are systems inquiry and design inquiry. Systems inquiry looks at a range of levels ‐ the paper focuses on instructional, administrative and institutional levels. The design inquiry is an interative procedure dependent on the system. The procedure is based on a careful front‐end analysis to ensure that the materials, resources and expectations are realistic in the ultimate environment for use. The main data collection relates to four aspects: the learner's role in the environment, the teacher's role in the environment, the physical environment, and management and dissemination ‐ data collection methods are suggested for each. The four aspects define the boundaries of the design. Four key issues are explored: mismatches, attitudes, constraints and communicability. The environment analysis leads to the identification of the context in which the learning will occur.
