    • The paper briefly describes the research programme currently being undertaken by the authors for the Scottish Education Department. After a short description of the local authority financed colleges of further education in Scotland, the paper concentrates on a method of allocating teacher costs to courses. Typically over 70 per cent of a course cost is represented by teachers’ salaries. The method is based on class contact hours but recognizes that staff have an administrative and management role as well as teaching responsibilities within a college.
