Los campos de maniobras y tiro (CMT) del Ejército de Tierra son un bien imprescindible para el adiestramiento e instrucción de sus unidades. Del mismo modo, son medios eficaces para la conservación de la naturaleza y de la biodiversidad en el área donde están situados, destacando en muchos casos su buen estado de conservación respecto a su entorno más inmediato. Desde el Estado Mayor del Ejército se ha apreciado que los sistemas de gestión ambiental implementados en los CMT, pese a constituir una herramienta eficaz, tienden a aplicar criterios conservadores que aparentemente limitan más de lo deseable las actividades para las que están destinados los CMT. Es interés del Ejército de Tierra obtener el mayor aprovechamiento racional de los CMT. Por todo esto, se considera necesario establecer una sistemática de evaluación de los CMT que permita detectar si el uso que se hace de los mismos se ajusta a su capacidad natural de acogida, si es susceptible de aumento, o si por el contrario, precisa de medidas compensatorias o de reducción de impacto para determinadas actividades.

The Training and Firing Ranges of the Army are an essential asset for the training and instruction of its Units. In the same way, they are effective means for the conservation of nature and biodiversity in the area where they are located, highlighting in many cases their good state of conservation with respect to their immediate surroundings. From the General Staff of the Army it has been appreciated that the Environmental Management Systems implemented in the Training and Firing Ranges, despite being an effective tool, tend to apply conservative criteria that apparently limit the Training and Firing Ranges activities more than desirable. It is the interest of the Army to obtain the greatest rational use of the Training and Firing Ranges. For all these reasons, it is considered necessary to establish a systematic evaluation of the Training and Firing Ranges that allows to detect if their use is adjusted to their natural capacity of reception, if it is susceptible to increase, or if, on the contrary, it requires compensatory or impact reduction measures for certain activities.
