Resumen de Université : la fin d’un système ?

  By producing an economic analysis of the Loi de programmation pluriannuelle de la recherche (LPPR) in the context of the developments that preceded it, this article attempts to shed light on how these public policies are redefining Research and Higher Education as a whole, even though they are primarily aimed at a handful of institutions and actors involved in global competition. The LPPR, which is still at the draft stage at the time of writing and which is due to come into force on 1 January 2021, might be an important step in this transformation of the university and could lead to the introduction of a performance-based funding scheme.

  En produisant une analyse économique de la Loi de programmation pluriannuelle de la recherche (LPPR) en perspective avec les évolutions qui l’ont précédée, cet article s’efforce de mettre en lumière en quoi ces politiques publiques redéfinissent l’enseignement supérieur et la recherche (ESR) dans son ensemble alors même qu’elles ne s’adressent prioritairement qu’à une poignée d’établissements et d’acteurs insérés dans une compétition globale. La LPPR, toujours à l’état de projet lors de l’écriture de cet article, et dont l’entrée en vigueur est annoncée au 1er janvier 2021, pourrait marquer une importante étape dans cette transformation de l’université et introduire un financement indexé à la performance.
