La República de Mali se encuentra en uno de los puntos más estratégicos de comunicación con el Magreb. Su posición fronteriza con siete países y la imposibilidad de gobernar la totalidad del territorio, debido al conflicto armado, lo sitúa como un foco clave para comenzar el viaje a Europa. Como país de tradición migratoria, enaltece el viaje y glorifica a los migrantes. No obstante, estos tienen que correr fuertes riesgos tanto en las rutas migratorias como en los lugares de destino. El Defensor del Pueblo se creó con ánimo de vigilar las instituciones en ausencia del jefe de Estado. Esta figura fue evolucionando hasta promocionar y proteger los derechos humanos. Actualmente, sus atribuciones se han desarrollado hasta atender también los derechos de los migrantes.
En África del oeste, con violaciones y agresiones constantes en estas rutas migratorias, las instituciones de promoción y protección de los derechos humanos aún tienen un largo camino que recorrer. En Mali, la dificultad es aún mayor debido a la gravedad de su crisis interna.

The Republic of Mali is one of the most strategic communication points with the Maghreb.
Besides the fact that it borders seven countries, the absence of governance in several incountry regions due to armed conflicts, makes it a crucial focal point for those travelling to Europe. Mali, as a country with a well-established tradition of migration, praises the journey and glorifies migrants. However, they face great danger both during the migratory route and their destination. The Ombudsman was created to monitor public institutions in the absence of the Head of State. This position has evolved to include the promotion and protection of Human Rights. Nowadays, their responsibilities have developed into addressing the migrants' rights too. In Western Africa, despite the constant violations and aggressions on these routes, the institutions for the promotion and protection of human rights still have a long way to go. In Mali, the difficulty is even greater because of the severity of its internal crisis.
