Las formas políticas ante la pandemia

    La crisis sanitaria originada por el coronavirus puso a prueba a los gobiernos de todo el mundo; todos ellos tuvieron que reaccionar de manera inmediata y hacer a un lado los proyectos y políticas que se venían aplicando anteriormente. La manera como reaccionaron a la pandemia mostró su verdadera cara, se puede incluso decir el principio que los mueve, como escribió Montesquieu, y en cierto modo también está definiendo su futuro.

    En este artículo se analiza la manera en la que se han fortalecido o debilitado las distintas formas de gobierno que es posible identificar en el mundo actual como resultado del estado de emergencia. La forma en la cual los gobiernos han respondido a la crisis sanitaria ha desvelado por lo menos cuatro tipos de formas políticas: 1) los autoritarismos; 2) la forma populista; 3) la forma democrática que impuso restricciones extremas a la democracia y a la libertad, y 4) la forma democrática basada en la autoridad y la cultura cívica.

    The health crisis caused by the coronavirus put governments around the world to test; all of them had to react to it immediately and put aside the projects and policies that were being previously applied. The way they reacted to the pandemic showed their true face, you can even say the principle that determined them, as Montesquieu wrote, which is, to a certain extent, also defining their future.

    This article analyzes the way in which the different forms of government that we can identify in the present world have been strengthened or weakened as a result of the state of emergency. How governments have responded to the health crisis has unveiled at least four types of political forms: 1) authoritarianism; 2) the populist form; 3) the democratic form that imposed extreme restrictions on democracy and freedom, and 4) the democratic form based on authority and civic culture.
