El Real Decreto-ley 8/2014, del pasado 4 de julio, de medidas urgentes para el crecimiento, la competitividad y la eficiencia introduce una modificación importante en la organización del Registro Civil, que es encomendado a los Registradores Mercantiles; y las oficinas a cargo de estos funcionarios pasan a denominarse, Oficinas de Registro Civil y Mercantil.
El nuevo texto legal establece que la prestación del servicio público que constituye el Registro Civil continuará siendo gratuita. Esto significa que los usuarios del Registro Mercantil pagarán los gastos de los usuarios del Registro Civil. Pero las subvenciones cruzadas son muy ineficientes porque, además de tener efectos sobre la distribución de la renta, generan efectos asignativos negativos, que reducen el bienestar del conjunto de la sociedad.

An important modification concerning the Civil Registry has been introduced by Royal Decree 8/2014 of last July the 4th, regulating urgent action related to the growth, competitiveness and efficiency of the organization of the Registry entrusted to mercantile registrars. Therefore, offices undertaken by these civil servants are from now on referred to as Civil and Mercantile Registry.
According to the new legal text, the Civil Registry provides a public service that must be free of charge, which means that users of the Mercantile Registry will pay the cost generated by users of the Civil Registry. We know by now that cross-subsidies are inefficient, not just due to the effects they may display concerning income distribution, but also to the negative allocation they generate, which reduces the welfare of society as a whole
