Alianças estratégicas: Articulações entre o terceiro setor e o governo

    This article focuses on the alliance between a third sector organization and the government, and the articulations of the former as strategy in quest of sustainability. The objective was to investigate the feasibility of an alliance between an NGO and the City Hall, and how this alliance is set within a strategic process. The categories of analysis that led to the empirical study were guided by the following dimensions: the forms, the nature of relationships and the types of links among those involved. The predominant approach was of descriptive qualitative character. For data collection, the techniques of semi-structured interviews and analysis of documents were adopted.

    The analysis and interpretation were obtained by means of data triangulation. The results showed that the NGO under study was able to become closer to the government, by attending part of the government´s demand, by offering quality care at reduced cost. Thus, the bind which should be based on cooperation is also one of assistance. But there was also an opportunity for the NGO to expand its area of operations, and learn about the inner workings of governments, decision-making mechanisms and implementation of policies, thus enabling a better dialogue.

    Este artigo enfoca a aliança entre uma organização do terceiro setor e o governo, e as articulações dessa enquanto estratégia na busca pela sustentabilidade. O objetivo foi investigar a viabilidade da aliança entre a ONG LAR - Rede de Lares Solidários e a Prefeitura Municipal de Uberlândia (PMU), e como essa aliança se configura dentro de um processo estratégico. As categorias de análise que conduziram o estudo empírico foram orientadas pelas seguintes dimensões: as formas, a natureza das relações e os tipos de articulações entre os envolvidos. A abordagem predominante foi de caráter descritivo qualitativo. Para a coleta de dados adotaram-se as técnicas de entrevista semi- estruturada e a análise de documentos. Para a análise e interpretação os dados foram triangulados. Os resultados apontaram que a ONG em estudo conseguiu maior aproximação com o Governo, ao suprir parte da demanda desse, ao oferecer atendimento com qualidade a custos reduzidos. O encontro que deveria ser pautado na cooperação, passa a ser também um encontro de prestação de serviços. Mas, houve também a oportunidade da ONG de ampliar área de atuação;

    de aprendizado sobre o funcionamento interno dos governos, os mecanismos de decisão e implementação de uma política; possibilitando assim, um maior diálogo.
