  • Regions remote from the main ICT sector development of hardware and software development are obliged to find alternative ways of entering the New Economy. This partly pertains to path dependency. One such route involves exploiting the outcomes of convergence to develop a content-based industry by transforming pre-existing media sector competencies and linking them to the creation of regional archives of digital cultural assets. Such developments should involve trans-regional integration that exploits on-line working using shared resources.
