  The international system of protection of human rights begins to be outlined, with the United Nations Declaration on Human Rights of 1948, which established the general parameters on human rights. Subsequently, the Vienna Convention on Treaties, 1969, establishes the concept of jus cogens, strengthening significantly, some human rights signed in 1948 and giving special status to these, preventing, Member States of the international community preventing violating, although not accept any available international treaties on the matter of which they approached , turning them into "primary rights " in the international system . Said ball is scoped to not only the safeguarding of human rights at regional level, but the adoption of a more universal criterion , as the accession of the states that make up the various international protection systems.

  O sistema internacional de proteção aos direitos humanos começa a ser esboçado, com a Declaração das Nações Unidas sobre Direitos Humanos de 1948, que estabeleceu os parâmetros gerais sobre direitos humanos. Posteriormente, a Convenção de Viena sobre tratados de 1969, estabelece o conceito do Jus Cogens, reforçando de forma significativa, alguns direitos humanos firmados em 1948 e, dando status especial a estes, impedindo que, os Estados-membros da comunidade internacional os violassem, ainda que não aceitassem tratados internacionais que dispusessem sobre a matéria das quais eles abordavam, transformando-os em “direitos primordiais” na esfera internacional. Referido Sistema internacional tem como escopo, não só a salvaguarda dos Direitos Humanos a nível regional, mas a adoção de um critério mais universal , à medida da adesão dos Estados que compõem os diversos sistemas de proteção internacional
