Resumen de Licenciamiento institucional en el sistema universitario peruano: Caso universidades públicas macro región sur del perú

  El objetivo de la investigación fue evaluar los indicadores de licenciamiento cuantitativos que categoriza a universidades públicas de la Macro Región Sur del Perú, de acuerdo con los resultados que estas evidenciaron en el Scimago Institutions Ranking — SIR IBER 2015, además de verificar las variables cualitativas de cumplimiento de las condiciones básicas de calidad (CBC) para licenciamiento. Se analizo ficha técnica del proceso de licenciamiento institucional de las universidades públicas de la Macro Región Sur del Perú. Asimismo, se usó la guía de licenciamiento institucional de la SUNEDU. Para analizar el grado de concordancia se basó en el índice de kappa de cohen (Strijbos & otros, 2006). En lo referente a las CBC, los resultados muestran el 100% de las universidades licencias han cumplido con la verificación de las CBC ficha técnica de la SUNEDU. Sin embargo, en producción científica e impacto normalizado solo el 20% de universidades lograron cumplir los criterios establecidos, esto implica que dos universidades de las diez han logrado licencia por un periodo de 10 años y otro de 8 años, los restantes 8 no cumplieron con las CBC en línea de investigación por lo tanto se acogieron al Art.13 de la Ley N° 30220 que autoriza seis años. Se ha encontrado licencia donde, correspondiéndole a la universidad un menor periodo de años de licencia por la evaluación cuantitativa ocho años, se le otorgó diez años de licencia.

  The objective of the research was to evaluate the quantitative licensing indicators that categorize public universities in the Southern Macro Region of Peru, in accordance with the results that they evidenced in the Scimago Institutions Ranking - SIR IBER 2015, in addition to verify the qualitative variables of compliance with the basic quality conditions (CBC) for licensing. The technical file of the institutional licensing process of the public universities of the South Macro Region of Peru was analyzed. Likewise, the SUNEDU institutional licensing guide was used. To analyze the degree of agreement, it was based on the Cohen's kappa index (Strijbos & others, 2006). Regarding the CBC, the results show that 100% of the licensed universities have complied with the verification of the CBC technical data sheet of the SUNEDU. However, in scientific production and standardized impact, only 20% of universities managed to meet the established criteria, this implies that two of the ten universities have obtained a license for a period of 10 years and another of 8 years, the remaining 8 did not comply with the online investigation CBC therefore availed themselves of Article 13 of Law N ° 30220 that authorizes six years. A license has been found where, corresponding to the university with a shorter period of license years due to the quantitative evaluation of eight years, it was granted ten years of license.
