By the examination of Italian and Community legislation, and the judgments of the various Courts, we will try to locate - even if not exhaustively and definitively - the criticalities of the same legislation in the matter of social assistance for non-EU present in the Italian territory and propose reforms that are actually capable of structurally affecting the current social protection system that currently excludes a part of the population and, specifically, the poor foreign population

Attraverso l’esame della normativa, italiana e comunitaria, nonché delle pronunce giurisprudenziali delle diverse Corti, si tenta di individuare –anche se non in maniera esaustiva e definitiva– le criticità della stessa normativa in tema di assistenza sociale per gli extracomunitari presenti nel territorio italiano e proporre riforme che siano effettivamente in grado di incidere strutturalmente sull’attuale sistema di protezione sociale che attualmente esclude una parte della popolazione e, nello specifico, la popolazione straniera povera
