    La reciente experiencia española en el proceso EIA, sin proceder previamente a un debate y reflexión colectiva en el seno de instituciones, corpus científico y agentes sociales, está provocando rigideces y distorsiones que dificultan la comprensión y aplicación del sentido y espíritu de la directiva europea. Sc abordan los precedentes, normativas y prácticas, de este procedimiento, así como el Real Decreto y Reglamento hoy vigentes en España, desde una perspectiva crítica proponiéndose los aspectos más relevantes aún por reflexionar y debatir. Destaca la urgente coordinación e integración con las políticas territoriales, enfatizándose la corrección de deficiencias y ambigüedades del proceso y contenido de la participación pública, insuficientemente definida. Particular atención requiere la actitud de la administración que. el autor entiende, debiera adoptar un papel más activo de colaboración en cl procedimiento y resolución de conflictos. sugiriéndose aquí la creación de organismos ad hoc de probada objetividad y neutralidad.

    The paper holds that recent spanish experience as to EIA has led to reticences and distortions that will make any applying or even understanding of either the sense or the spirit of the European Directive difficult. It is here held that this is made all the worse by the lack of any previos debate within those institutions, scientific bodies and social groups most directly to be affected by its exercise. The paper touches upon those precedents, norms and practices as to the question, likewise upon the Royal Decree and Regulation is use in Spain and does so critically though indicating, at the same time, those aspects of this body of material thought most warranting consideration and discussion. The crying need for co-ordination and cohesion as to territorial policies is pointed up and a call made for a correcting of deficiencies and ambiguities of both process and content where the Public's participation is envisaged, as this is by all lights still devoid of any adequate definition. The attitude adopted by the administration is felt to warrant special attention given that it is held that this should be one of active collaboration in the bringing to debate and resolving of conflicts. The creation of ad hoc committies of proven objectivity and impartiality is telt to be of sterling utility.
