    Un gran porcentaje de las abrumadoras necesidades de vivienda social, en los países latinoamericanos, es gestionado por el sector informal (autoconstrucción, cooperativas, movimientos vecinales, etc.). A fin de optimizar los recursos utilizados, dicho sector «informal» debe ser uno de los principales interlocutores de los programas de la cooperación técnica en el campo de la vivienda social. Entre éstos, financiación del sector para «formalizar» sus resultados; intercambio de información técnica regional; transformación de residuos urbanos en materiales de construcción; rehabilitación de vivienda deteriorada, etc. Además, los programas de cooperación técnica en materia de vivienda social, se transforman en soportes básicos para promover la participación de Ias entidades privadas interesadas en dichas actividades.

    To a great extent the crying need for social housing in Latin America is met non-institutionally by self-help, co-operatives, neighbourhood initiatives and what might be. In order that available resources might be put to the greatest use plainly then this same «informal» sector must be party to any technical aid programme in this field. The paper considers, among other headings, the financing of the sector towards a-formalizing» of its output, the sharing of technical data at a regional level, the recuperation of urban residual matter for its reconversion into building materials and the refurbishing of twilight housing as being apt for dicussion within such a context and, what is more, holds that such technical aid cooperation programmes would, by taking up the case for social housing, become solid incentives through this for drawing in participation by private entities with interests in the field in question.
