Resumen de ¿Es la pobreza mundial un problema de justicia para los países más ricos?

En la literatura filosófica sobre justicia global, ha habido un largo debate sobre lo que los países más ricos del mundo deben a los ciudadanos de los países más pobres. Algunos han argumentado que los países más ricos tienen deberes positivos de beneficencia para ayudar a los más pobres, mientras que otros han afirmado que los primeros tienen solamente deberes negativos de no causarles daño. En este artículo se expondrán tres posiciones que serán cuestionadas al final: el neoliberalismo, el liberalismo estatista y los teóricos de la justicia global. Se tratará de investigar si es posible establecer algún tipo de responsabilidad por los daños causados a los países más pobres por los más ricos y si esa responsabilidad puede atribuirse a determinados agentes como gobiernos, multinacionales y élites locales. Se trata de criticar las concepciones liberales de justicia redistributiva porque no dan cuenta de los problemas estructurales de poder que determinan las injusticias y se busca proponer una visión posliberal de justicia que sirva al fin de la transformación de las relaciones dominantes de poder.

In the philosophical literature on global justice, there has been a long debate about what the world’s richest countries owe to the citizens of the poorest countries. While some have argued that rich countries have positive charitable duties to help poorer ones, others have asserted that richest countries only have negative obligations that consist on not doing them any harm. In this article, three positions are presented, interrogated and challenged: Neoliberalism, State liberalism, and global justice theorists. The purpose of this article is to investigate whether it is possible to establish some kind of responsibility for the damage caused to the poorest countries by the richest ones, or what kind of responsibility can be attributed to certain actors such as governments, multinationals, and local elites. The aim is to analyze the liberal conceptions of redistributive justice, because they do not take into account the structural problems of power that determine injustices, and to propose a post-liberal vision of justice that serves the purpose of transforming dominant power relations.
