Resumen de Novas configurações no mundo do trabalho no Brasil: o caso do IMESF

  This paper aims to verify and analyze the new configurations in the world of work resulting from the process of modification of the Brazilian Public Administration, in the specific case of a Public Foundation of Private Law called Municipal Institute of Family Health Strategy (IMESF), which operates in the city of Porto Alegre, state of Rio Grande do Sul, Brazil. Treating health by fundamental right and the Unified Health System (SUS) as guarantor of such right to the population, and, as a public policy should be, through the registered rules of the Federal Constitution (CF). To achieve this objective, a qualitative and exploratory research was carried out. In liquid-modern society, the boundaries between personal life and work are always tighter (BAUMAN, 2009). New configurations in the world of work represented, on the one hand, an advance towards making working modes more flexible, but on the other hand resulted from an intensification of work (GAULEJAC, 2007). The results of the work show that labor relations have been drastically modified and that the managerialist ideology has relaxed and even precarious working relations in IMESF, and can still be characterized as a new form of privatization of Brazilian health services.

  O trabalho tem por objetivo verificar e analisar as novas configurações no mundo do trabalho advindas do processo de modificação da Administração Pública Brasileira, no caso específico de uma Fundação Publica de Direito Privado chamada Instituto Municipal de Estratégia de Saúde da Família (IMESF), que atua na cidade de Porto Alegre, estado do Rio Grande do Sul, no Brasil. Tratando saúde por direito fundamental e o Sistema Único de Saúde (SUS) como garantidor de tal direito à população, e, tal como uma política pública deve ser, através de normativa registrada da Constituição Federal (CF). Para alcançar tal objetivo foi efetuada uma pesquisa qualitativa e exploratória. Na sociedade liquido-moderna, os limites entre a vida pessoal e o trabalho são sempre mais tênues (BAUMAN, 2009). Novas configurações no mundo do trabalho representaram de um lado um avanço no sentido de flexibilizar os modos de trabalhar, mas de outro ponto resultou de uma intensificação do trabalho (GAULEJAC, 2007). Os resultados do trabalho mostram que as relações de trabalho foram drasticamente modificadas e que a ideologia gerencialista flexibilizou e, inclusive, precarizou as relações de trabalho no IMESF, podendo ainda ser caracterizado como uma nova forma de privatização dos serviços de saúde brasileiro.
