Resumen de Condicionantes do Desenvolvimento Humano nos municípios mineiros

  Among the most recurrent themes in the public administration literature, human development is one of the most complex because it is permeated by a multiplicity of factors. While there is a clear relation between the availability of public resources and human development level, there is still a gap in the literature about its effects at different levels of development. On this issue, the objective of this research is to identify which factors and to what extent they influence the development, taking as a unit of analysis the municipalities. For the development of these relations, an annual cross section data was used for 749 municipalities, applying the techniques of factor analysis and multinomial logistic regression. Among the main results, it was highlighted that economic conditions and self-financing play poor role in the advancement of human development on the municipal level. On the other hand, it is crucial to maintain the human development standards, while improving social infrastructure and social education affecting positively the growth of human development.

  Dentre os temas mais recorrentes da literatura de Administração Pública, o desenvolvimento humano é um dos mais complexos em razão das multiplicidades de fatores que o permeia. Embora seja inequívoca a relação disponibilidade de recursos públicos e o nível desenvolvimento humano, existe um descompasso na literatura da área, sobre essa relação, principalmente sobre o efeitos desses recursos nos diferentes níveis do desenvolvimento. Considerando essa questão, esta pesquisa buscou identificar quais fatores e em que dimensão influenciam o desenvolvimento, tomando como unidade de análise os municípios mineiros. Para a operacionalização dessas relações, utilizou-se dados em cross section anual para 749 municípios mineiros, aplicando-se as técnicas de análise fatorial e a regressão logística multinomial. Dentre os principais resultados, constatou-se que as condições econômicas e de autofinanciamento dos municípios mineiros não desempenharam papel no avanço do desenvolvimento humano.
