  Existe un vacío significativo en lo que respecta a la promoción y salvaguarda de los derechos de la ciudadanía en el entorno virtual más allá del ámbito económico y de la protección de datos. La Fundación Instituto Hermes impulsa la creación de un sistema de certificación del nivel de respeto de las organizaciones hacia los derechos de ciudadanía digital. La relación de derechos de ciudadanía digital y la puesta en marcha de mecanismos para su impulso y certificación constituirían una primera aproximación a este nuevo escenario digital a nivel europeo, siendo el primer proyecto en Europa que promocionaría la certificación del respeto a la ciudadanía digital. Es especialmente relevante impulsar el reconocimiento de los derechos de ciudadanía digital y sensibilizar en la importancia que los mismos tienen en la sociedad actual. Para lo que no resulta imprescindible que el desarrollo de la Ley Orgánica 3/2018 esté completado. A tal fin es imprescindible contar con mecanismos que permitan evaluar el comportamiento digital de empresas, organizaciones no gubernamentales y administraciones públicas. El establecimiento de un mecanismo de certificación de los Derechos de Ciudadanía Digital no puede limitarse al ámbito territorial de España pues el entorno digital no conoce fronteras. Por ello es necesario tener una perspectiva europea del proyecto, que debería liderar España. Es decir, debería impulsarse por parte de España la implantación de una Certificación Europea de Derechos de Ciudadanía Digital. Pero, además, a medio plazo, debería impulsarse dicha Certificación a nivel de la Región Iberoamericana.

  There is a significant gap in promoting and safeguarding citizens' rights in the digital environment beyond the economic and data protection fields. The Hermes Institute Foundation is promoting the creation of a system of certification of the level of respect of organisations for the rights of digital citizenship. The relationship of digital citizenship rights and the implementation of mechanisms for their promotion and certification would constitute a first approach to this new digital scenario at a European level, being the first project in Europe that would promote the certification of respect for digital citizenship. It is especially relevant to promote the recognition of digital citizenship rights and to raise awareness of the importance of these rights in today's society. For which it is not essential that the development of the Organic Law 3/2018 is completed. To this end, it is essential to have mechanisms to evaluate the digital behaviour of companies, non-governmental organisations and public administrations. The establishment of a certification mechanism for Digital Citizenship Rights cannot be limited to the territorial scope of Spain, since the digital environment knows no borders. Therefore, it is necessary to have a European perspective of the project, which should be led by Spain. In other words, Spain should promote the implementation of a European Certification of Digital Citizenship Rights. But, in addition, in the medium term, this certification should be promoted at the level of the Latin American region
