  • The article focuses on the evolution of the role of President of the each branch of the Italian Parliament, and the said President’s role in guaranteeing respect of the law-making process. The analysis takes into account the general shift of balance in the Italian Constitutional system: from Parliament to the Executive. Furthermore, it accounts for a context of progressive dismantling of parliamentary rules, which both strengthens and weakens the role of the President. The article also looks at the evolution of the Committee for Legislation, which has been performing an important function of both warning and impulse, albeit having had still limited effects on the functioning and the outcome of the law-making process.
