Resumen de “Planejando o terceiro mundo”: transnacionalidade e circulação de ideias em experiências de planejamento urbano (Brasil−Alemanha Federal, décadas de 1960-1970)

This paper communicates the results of a research that investigates the circulation of ideas on the theme of urban planning in Latin America based on its intersections with the European circuit during the 1970s, using a case study between Brazil and the Federal Republic of Germany (FRG). It specifically reports the case of Rio dos Sinos Valley, contemplating the transnational scale of expertise mobilized by scientific-academic literature after the signing of a Technical Cooperation Agreement between the referred countries. As a matter of priority, we investigated which contents were the basis for the elaboration of the urban planning in the region, promoting advances in relation to the study of other aspects currently investigated by historiography on the subject. Research sources include articles published in journals, as well as oral testimonies by some of the experts involved in the project. It is said that the circulation of ideas was a critical point of a federal urban planning project focused on developmental policies, on the part of the Brazilian State, as well as of demands of international political order, tied to the conception of the so-called “third world” and the disciplining of the so-called “underdeveloped” spaces by the RFG.

O artigo apresenta resultados de uma pesquisa que investigou a circulação de ideias sobre a temática do planejamento urbano na América Latina a partir de suas interseções com o circuito europeu no decorrer da década de 1970, tendo por base um estudo de caso entre o Brasil e a República Federal da Alemanha (RFA). Reporta-se, especificamente, ao caso do Vale do Rio dos Sinos/RS, contemplando a escala transnacional de expertises mobilizadas pela literatura científica-acadêmica a partir da assinatura de um Acordo de Cooperação Técnica entre os países referidos. Questiona-se, prioritariamente, quais os conteúdos fundamentaram a elaboração do campo do urbanismo na região, promovendo avanços em relação ao estudo de outros aspectos correntemente investigados pela historiografia sobre o tema. As fontes de pesquisa incluem artigos publicados em periódicos, além de depoimentos orais realizados com alguns dos experts envolvidos no projeto. Argumenta-se que a circulação de ideias foi um ponto nevrálgico de um projeto federal de planejamento urbano voltado às políticas desenvolvimentistas, por parte do Estado brasileiro, bem como de demandas da ordem política internacional, ligadas à concepção do chamado "terceiro mundo" e da disciplinarização dos chamados espaços "subdesenvolvidos", por parte da RFA.
