Paving the way towards the building renovation wider benefits: energy poverty case

    El diseño de la rehabilitación de un edificio es la primera fase antes de acometer las obras de rehabilitación. Es esta fase, beneficios como los ahorros energéticos y los ahorros en los costes de explotación, etc., han sido tradicionalmente considerados para permitir a la propiedad del edificio tomar una decisión sobre la ejecución de la rehabilitación. En el futuro, una lista de Beneficios Amplios será también considerada en la evaluación del impacto de la rehabilitación de edificios en nuestra sociedad y medio ambiente. Algunos ejemplos de estos Beneficios Amplios son los siguientes: evitar o mitigar situaciones de pobreza, reducción de muertes y enfermedades, creación de empleos, reducción de emisiones de CO2, etc. En este documento, hemos elegido un Beneficio Amplio concreto, “evitar o mitigar situaciones de pobreza” y hemos estudiado las limitaciones en la legislación y las recomendaciones relacionadas con Eficiencia Energética (EE) para lograrlo. Al comprender las limitaciones de las legislaciones y recomendaciones actuales para lograr los Beneficios más amplios, las administraciones podrán solucionar tales limitaciones y, por lo tanto, allanar el camino para lograr los Beneficios Amplios.

    A building renovation design is the first phase done before the actual building renovation execution. During such design phase, benefits like energy savings and operational cost savings, etc., have been traditionally considered to allow the building property taking a decision on the renovation execution. In the future, a list of Wider Benefits will be also considered in order to assess the impact of building renovation in our society and environment. Some examples of such Wider Benefits are the following ones: avoidance or mitigation of poverty situations, deaths and diseases reduction, jobs creation, CO2 avoided emissions, etc. In this paper we have chosen one concrete wider benefit, “avoidance or mitigation of poverty situations” and we have studied the limitations in legislation and recommendations related with Energy Efficiency (EE) in order to achieve it. Understanding the limitations of the current legislations and recommendations to achieve the Wider Benefits, the administrations will be able to fix such limitations, and therefore pave the way to achieve the Wider Benefits.
