    El artículo describe el proceso de lucha de las organizacionesde trabajadores de la economía popularen torno a la Ley de Emergencia Social del 2016, asícomo los resultados institucionales. Su relevancia seencuentra en la excepcionalidad de su aprobaciónen un contexto de retroceso de luchas populares. Elanálisis se sustenta en un corpus de notas periodísticasy en documentos del trámite parlamentario. Sedistinguen tres períodos: la formación de alianzas yla tematización de la demanda; el trámite parlamentario;y las acciones relacionadas a la implementación.El proceso se caracteriza por la articulacióncon centrales sindicales y la Iglesia Católica; combinaracciones directas e institucionales; y demandarsimultáneamente al Ejecutivo y Legislativo.

    The article describes the struggle process of the organizationsof workers of the popular economy in relation tothe Social Emergency Law of 2016, and its institutionalresults. Its relevance is signed by its exceptionality: its approval in a context marked by the regression of popularstruggles. The analysis is sustained in a corpus of newspapersarticles and the documents related to the legislativeprocedure. Three moments may be distinguished: the creationof alliances and demand formulation; the legislativeprocess; and the actions related to the implementation.The struggle process is characterized by the articulationwith trade unions and the Catholic Church; the combinationof direct and institutional actions; and the simultaneousdemand to the Legislative and Executive powers.
