Análisis político sobre la emergencia de las identidades IIRSA y COSIPLAN en los procesos de integración física sudamericana en el período 2000-2015

    Este artículo analiza las condiciones de emergencia de dos identidades regionales que instituyeron la dimensión física de la integración sudamericana entre los años 2000 y 2015: la Iniciativa para la Integración de la Infraestructura Regional Suramericana (IIRSA) y el Consejo Suramericano de Infraestructura y Planificación de la Unión de Naciones Suramericanas (COSIPLAN-UNASUR). Para ello, se realizó un estudio socio semiótico al incorporar elementos del análisis postestructuralista, que permitió exponer los dispositivos ideológicos discursivos que operan como legitimadores de los modelos de integración y desarrollo en disputa en la región. Se identifican tres momentos en la constitución de estas identidades: un momento fundante, un momento de transición definido por rupturas y continuidades y, un tercer momento de intento de construcción hegemónica.

    This article analyzes the emergency conditions of two regional identities that established the physical dimension of South American integration between 2000 and 2015: the Initiative for the Integration of South American Regional Infrastructure (IIRSA) and the South American Council for Infrastructure and Planning of the Union of South American Nations (COSIPLAN-UNASUR). To do this, a sociosemiotic study was carried out incorporating elements of poststructuralist analysis, which exposed the discursive ideological devices that operate as legitimators of the integration and development models in dispute in the region. Three moments are identifi ed in the constitution of these identities: a founding moment, a transition moment defi ned by ruptures and continuities, and a third moment of att empted hegemonic construction.
