    Determining and describing language proficiency levels is one of the most important foundations when planning courses, creating materials and teaching foreign languages. Our article provides a comparative analysis of the guidelines that the assessment systems of Russian and other European languages rely on, TORFL and the Common European Framework of Reference for Languages. We analyze the description of linguistic competences and the tasks types in the standard tests for the elementary level. A key point is the discussion of the methodologies behind these two documents and how their application affects the test structure and its contents.

    Определение и описание уровней владения языком является одной из важнейших основ при планировании курсов, создании материалов и преподавании иностранных языков. В нашей статье приводится сравнительный анализ руководств, на которые опираются при оценке владения русским и другими европейскими языками, – стандартов РКИ и документа «Общеевропейские компетенции владения иностранным языком». Мы анализируем описание языковых компетенций и характер заданий в демонстрационных тестах в экзамене на элементарный уровень (ТЭУ) и А1. Ключевым вопросом является обсуждение методологии, лежащей в основе этих двух документов, и того, как их применение отражается на структуре теста и его содержании.
