    This work aimed to analyze how the implementation of the SEI (Electronic Information System) is taking place, within the scope of the SEE/MG, in a Regional Teaching Superintendence. It is based on current theories of public administration, electronic government and electronic document management - GED. A survey of the main legal frameworks related to electronic administrative processes, the SEI itself, system manuals and related legislation was carried out. Through the qualitative approach, data collection took place with semi-structured interviews via videoconference and structured interviews through the use of forms. Content analysis was applied by comparing the perception of public servants regarding the SEI with the objectives set out by the norms related to it and with results of other works in the area. It was found that the implementation of the system was not completely smooth, requiring great adaptation on the part of the servers. Speed is the gain most perceived by servers, having drastically reduced processing time due to digital processing. Economy is another positive factor pointed out by the interviewees, with a great reduction in the consumption of inputs related to paper. The transparency conferred by the SEI is a factor that requires improvements so that the external user can exercise active citizenship and social control. Overall, the gains from the implementation of the SEI outweigh the difficulties encountered.

    Este trabalho teve como objetivo analisar como está ocorrendo a implantação do SEI (Sistema Eletrônico de Informações), no âmbito da SEE/MG, em uma Superintendência Regional de Ensino. Com base nas atuais teorias da administração pública, governo eletrônico e gerenciamento eletrônico de documentos - GED. Foi realizado um levantamento dos principais marcos legais relacionados a processos administrativos eletrônicos, ao SEI propriamente dito, manuais do sistema e legislações correlatas. Por meio da abordagem qualitativa, a coleta de dados ocorreu com entrevistas semiestruturadas por videoconferência e entrevistas estruturadas por formulários. A análise de conteúdo foi aplicada confrontando a percepção dos servidores a respeito do SEI com os objetivos enunciados pelas normas a ele relacionadas e com resultados de outros trabalhos da área. Verificou-se que a implantação do sistema não foi de todo tranquila exigindo dos servidores grande adaptação. A celeridade é o ganho mais percebido pelos servidores, tendo reduzido drasticamente o tempo de tramitação devido à tramitação digital. A economicidade é outro fator positivo apontado pelos entrevistados, com grande redução no consumo de insumos relacionados ao papel. A transparência conferida pelo SEI é um fator que requer melhorias para que o usuário externo possa exercer a cidadania ativa e o controle social. De modo geral, os ganhos com a implantação do SEI superam as dificuldades encontradas.
