After the fall of the Soviet bloc, the USA has consolidated as the only dominant power in the world. According to the balance of power theory, this situation should provide incentives for American allies to counteract American dominance. Evidence shows, howver, that effort to equilibrate the power of the USA have been scarce. To understand this phenomenon, it is necessary to substitute the balance of power theory by a combination of balance-threat theory and the theory of collective goods. According to these theories, US should develop a strategy of self-restraint if it wants to avoid the formation of an anti-US alliance and mantain dominant position.
