Resumen de Gasto público municipal y bienestar de la población

  El objetivo de este trabajo es analizar la relación estadística entre el gasto público asignado a los municipios y las condiciones de bienestar de la población, medido a través del Índice de Desarrollo Humano (IDH). Se considera como gasto público municipal el presupuesto asignado a través del Ramo 33 que provienen del Fondo de Aportaciones para la Infraestructura Social Municipal (FAISM). La hipótesis de investigación que se busca probar establece que, sí existe relación entre el gasto público que se asigna en los municipios y el nivel de bienestar de la población medido a través de IDH. Entre los principales hallazgos se encuentran que el FAISM, que son los únicos fondos que tienen como destinos rubros de salud y educación, en el caso de los municipios del Estado de México, no tiene relación lineal con el IDH. Por lo tanto, se concluye que es importante que los municipios centren su atención en fortalecer sus capacidades, ya que los ingresos municipales han sido insuficientes para atender las demandas de la población e incidir en su bienestar.

  The aim of this work is to analyse the statistical relationship between the public spending assigned to the municipalities and the well-being conditions of the population, measured through the Human Development Index (IDH). The budget allocated through Ramo 33 from the Contribution Fund for Municipal Social Infrastructure (FAISM) is considered public spending. The research hypothesis that is sought to be tested establishes that there is a relationship between the public spending that is allocated in the municipalities and the level of well-being measured through IDH. Among the main findings are that the FAISM, which are the only funds that have health and education as purposes, in the case of the municipalities in the State of Mexico, does not have a linear relationship with the IDH. Therefore, it is concluded that it is important for municipalities to focus their attention on strengthening their capacities, since municipal income has been insufficient to meet the demands of the population and influence their well-being.
