En el presente ensayo se analizan los grados de maniobra que en las últimas cuatro décadas han tenido los países latinoamericanos para aplicar reformas de mercado, lograr una nueva inserción internacional, definir el papel del Estado y conformar nuevos actores sociales. Se hace énfasis en las contradicciones del modelo proteccionista vigente hasta la década de 1980 y en las reformas hacia el mercado que no han logrado desplazar completamente al Estado.

This essay examines various dynamics, which appeared during the last four decades in Latin American countries, regarding the implementation of market reforms, the achievement of a new internationalization, the definition of the role of the State, and the shaping of new social actors. Emphasis is given to the contradictions of the protectionist model that continued through the 1980's, and to market reforms that have failed to completely displace the State.
