La militarización de la Posguerra Fría en el tablero ucraniano

    La guerra en Ucrania no tiene justificación, pero tiene causas, por arduo que sea identificar las verdaderas razones de esta tragedia. Este artículo no pretende identificar esas motivaciones, sino mostrar que la pugna con la OTAN en Ucrania y las percepciones internas en Rusia asociadas a la Alianza en cuanto a la seguridad nacional han tenido una importancia tan indudable como difíci l de cuantificar. Tras los gestos que permitieron terminar con la Guerra Fría, Moscú y Washington y sus aliados hace años que se señalan como amenaza, sea real, percibida o instrumental. La militarización de las relaciones ha seguido un proceso de al menos cinco tiempos que ha entorpecido tratar las diferencias de otras maneras, una consecuencia de la incapacidad demostrada para crear una estructura de seguridad compartida y no construida contra el otro. Hoy hay guerra y cabe objetar toda equidistancia con el agresor a la ho ra de asignar responsabilidades. Pero también cabe preguntarse cuánto ha tenido todo esto que ver con esa militarización en el antigu o espacio soviético.

    The war in Ukraine has no justification, but it has causes, however arduous it may be to identify the real reasons for this tragedy. This article does not seek to identify those motivations, but rather to show that the struggle with NATO in Ukraine and the internal perceptions in Russia associated with the Alliance in terms of national security have had an importance that is as undeniable a s it is difficult to quantify. After the gestures that brought the Cold War to an end, Moscow and Washington and its allies have for years been signaling each other as a threat, whether real, perceived or instrumental. The militarization of relations has followed a process of at least five times that has made it difficult to deal with differences in other ways, a consequence of the demonstrated inability to create a shared security structure not built against each other. Today there is war, and any equidistance with the aggressor when it comes to assigning responsibility is objectionable. But it is also worth asking how much all this has had to do with the militarization of the for mer Soviet space.
