Resumen de Fatores internos condicionantes do planejamento turístico local

  O objetivo deste ensaio teórico foi identificar os principais elementos internos que condicionam, de forma restritiva ou capacitadora, as possibilidades de ação coletiva dos destinos turísticos (DT’s). Ao contrário da literatura pré-existente, que não propõe uma análise integral da dinâmica local, o argumento defendido é que a distinção dos elementos internos auxilia a analisar o funcionamento do DT. Através de um levantamento teórico, indutivo, baseado na literatura especializada sobre planejamento turístico no cenário nacional, identificou-se um grupo sistemático de elementos que podem intervir sobre decisões e ações na esfera local. Como resultado e contribuição é apresentado um framework sistêmico e integrado de fatores internos que condicionam as possibilidades de ação dos gestores nos DT’s, sendo considerado um pré-requisito ao planejamento turístico.

  The aim of this essay was to identificate the main internal elements that conditionate, in a restrictive or in a favorable way, the possibilities of collective action of the touristic destinations (TDs). Oppositingly to the existing literature, that do not propose an integral analysis of the local dynamics, it is argued that the distinction of the internal elements helps to analyze the functioning of the TD. By using a theoretical inductive survey, based on specific literature in touristic planning in the Brazilian scenario it was identified a systematic group of elements that can interfere on the decisions and actions in the local environment. As a result and contribution, it is presented a systemic and integrated framework of internal factors that conditionate the possibility of the tourism public managers act in the touristic destinations, being this considered a prerequisite to the touristic planning.
