Este artículo trabaja, en un contexto de desarrollo del turismo social, el caso de un programa implementado por el gobiernode Perú, que buscó incorporar a los trabajadores al beneficio del descanso y los viajes. Recoge los resultados de esa experiencia y con ello pretende mostrar cómo programas mal diseñados terminan beneficiando a un grupo social por sobre otros. Este trabajo sirve para entender un aspecto relevante de las políticas implementadas por Estados a mediados del siglo XX, en un contexto político y social particularmente difícil en América Latina.

This article presents, in the context of the development of social tourism, the case of a program implemented by the Peruvian government that seeked to incorporate the workers into the benefits of rests and holidays. It collects the results of that experience, with which it intends to show how poorly planned programs ended up benefiting certain social groups over the others.
This work helps to understand a relevant aspect of the policies carried out by the states in the 20th century, in a political and social context which was especially complicated for Latin America.
