If, traditionally, emergency redefines the distribution of powers to the benefit of the exe- cutive, ecological emergency also seems to increase the expert’s power. This is the thesis defended here: experts have a normative function in situations of ecological emergency, a function that must therefore be regulated by law. The controversies surrounding plant protection products will serve to illustrate this argument.

Si, classiquement, l’urgence redéfinit la répartition des compétences au bénéfice de l’exécutif, l’urgence écologique, semble-t-il, accroît également le pouvoir de l’expert. C’est la thèse ici défendue : l’expert tient une fonction norma- tive en situation d’urgence écologique, fonction qui justifie son encadrement par le droit. Les controverses entourant les produits phytopharmaceutiques serviront d’illustration.
