Resumen de Controversias en torno a la deuda pública externa durante los años democráticos: la izquierda del Movimiento Todos por la Patria frente al alfonsinismo (1984-1988)

La deuda pública externa constituyó uno de los principales condicionantes de la política económica del gobierno de Raúl Alfonsín (1983-1989) y de la transición a la democracia a partir de 1983 en Argentina. En virtud de ello, aquí se propone identificar el tratamiento específico que tuvieron los debates en torno a la misma en una publicación amplia de la izquierda argentina: el periódico Entre Todos los que queremos la liberación (ET) del Movimiento Todos por la Patria. Mediante un enfoque micro histórico y a partir de las notas, debates y voces incluidas en la publicación que tuvo su mayor actividad entre los años 1984-1988, se propone analizar las concepciones, ideas y discusiones en torno a la deuda externa argentina. Así, se ha podido constatar que la postura sobre las causas del endeudamiento, cómo resolverlo y qué papel debería tener la sociedad en tal asunto, no contaron con consensos homogéneos. Por el contrario, y en un amplio abanico de izquierda, las posturas variaban, aunque en la mayor parte de la tirada se vincularon con una defensa de la democracia más asociada a la oposición contra la dictadura precedente que a la edificación de un nuevo régimen.

The external public debt was one of the main conditioning factors of the economic policy of the government of Raúl Alfonsín (1983-1989) and of the transition to democracy from 1983 on in Argentina. Bearing this in mind, here it is proposed to corroborate the specific treatment that the debates around it had in a broad publication of the Argentine left: the magazine Between All We Want the Liberation ( ET) of the Movement All for the Homeland. Through a micro-historical approach and from the notes, debates and voices included in the publication that had its greatest activity between the years 1984-1988, it is proposed to analyze the conceptions, ideas and discussions that were opened around the Argentine foreign debt. Thus, it has been possible to verify that the position about the causes of indebtedness, how to solve it and what role society should have in this matter, were not homogeneous consensuses. On the contrary, and in a wide range of the left, the positions varied, although in most of the circulation they were linked to a defense of democracy more associated with the opposition against the previous dictatorship than with the construction of a new regime.
