School inclusion in recent years has developed in a global perspective as a complex movement, which includes the social struggle of people with disabilities, as well as their families, by basic rights, and other more comprehensive ones. Therefore, the purpose of this article is to describe and analyze some historical aspects of inclusive education in relation to special education. It analyzes how the movements of school inclusion occurred before and from the implementation of inclusive public educational policies. To do so, it performs a bibliographical and documentary analysis seeking to rescue the historical course of the concept of disability and school inclusion in a general perspective. The study points out the presence of contradictions and a distancing between the real needs of the education system and the legal texts that guide the policy of inclusive education.

A inclusão escolar, nos últimos anos, tem se desenvolvido em uma perspectiva mundial como um movimento complexo, que inclui a luta social das pessoas com deficiência, bem como de seus familiares, por direitos básicos, e outros mais abrangentes. Diante disso, o presente artigo tem o objetivo de descrever e analisar alguns aspectos históricos da educação inclusiva, no que tange à educação especial. Analisa como ocorreram os movimentos da inclusão escolar antes e a partir da implementação de políticas públicas educacionais inclusivas. Para tanto, realiza uma análise bibliográfica e documental buscando resgatar o percurso histórico da concepção de deficiência e da inclusão escolar em uma perspectiva geral. O estudo aponta a presença de contradições e um distanciamento entre as necessidades reais do sistema de educação e ensino e os textos legais que norteiam a política de educação inclusiva.
