    El mal manejo de Fondos Públicos, es un tema que actualmente se encuentra en boga en el mundo, más aun en Sur América, donde países como Colombia, Perú, Argentina, y por supuesto el Ecuador se han visto inmiscuidos en este engorroso escándalo que nos hace ver como uno de los países con un alto nivel en corrupción, y como evidencia tenemos el claro ejemplo con  Odebrecht.

    Estas anomalías son puestas a la luz, gracias al control que se realiza en las Instituciones Públicas, la Contraloría General del Estado, como todo tiene su proceso  este inicia antes, durante y después de la ejecución de una obra o contrato.

    Para poder determinar que es una responsabilidad hay que tener claro que es un control y resumiremos diciendo el control  es un acto donde se verifican que los procesos cumplan los lineamientos establecidos en las normativas vigentes, y que la responsabilidad es consecuencia de este acto, es decir si mediante el control encuentra anomalías, existirá una determinación de responsabilidades para quienes administren recursos públicos, directa o indirectamente.Las responsabilidades están normadas por la institución de control, es decir por la Contraloría General del Estado quien por tener potestad exclusiva está facultada para ello.Existen algunas incógnitas como cuál es el grado de responsabilidad tienen los funcionarios públicos y cuáles son las sanciones a imponerse?, por ello es menester conocer este tema para conocer sobre las responsabilidades que existen en cuanto al mal manejo de fondos públicos.

    The mismanagement of Public Funds, is an issue that is currently in vogue in the world, even more in South America, where countries like Colombia, Peru, Argentina, and of course Ecuador have been involved in this cumbersome scandal that we It makes us look like one of the countries with a high level of corruption, and as evidence we have the clear example with Odebrecht.

    These anomalies are brought to light, thanks to the control that is carried out in Public Institutions, the Comptroller General of the State, as everything has its process that begins before, during and after the execution of a work or contract.To be able to determine what is a responsibility, it must be clear that it is a control and we will summarize saying control is an act where the processes are verified to comply with the guidelines established in the current regulations, and that the responsibility is a consequence of this act, that is, if the control finds anomalies, there will be a determination of responsibilities for those who administer public resources, directly or indirectly.The responsibilities are regulated by the control institution, that is, by the General Comptroller of the State who, because they have exclusive power, is empowered to do so.There are some unknowns such as what is the degree of responsibility have public officials and what are the sanctions to be imposed? Therefore, it is necessary to know this topic to know about the responsibilities that exist regarding the mishandling of public funds.
