Resumen de La autonomía municipal y la conservación de la biodiversidad en México

La conservación de la biodiversidad y, en particular, aquella que requiere efectuarse in situ, demanda de un fuerte anclaje con el territorio, cuya gestión es, en México, competencia de los municipios. Sin embargo, han sido muy limitadas las facultades que, para ese objeto, explícitamente se les han asignado a los gobiernos municipales en las leyes generales en la materia, emitidas por el congreso federal. No obstante, la autonomía normativa, constitucionalmente reconocida a los municipios, encarna una interesante área de oportunidad para la inclusión de la conservación de la biodiversidad en la normativa de los municipios.

The conservation of biodiver-sity and, in particular, that which needs to be carried out in situ, demands a strong an-chorage with the territory, whose manage-ment is, in Mexico, the competence of the municipalities. However, the powers that, for that purpose, have explicitly been as-signed to municipal governments in the gen-eral laws on the matter, issued by the federal congress, have been very limited. Neverthe-less, the normative autonomy, constitution-ally recognized to the municipalities, em-bodies an interesting area of opportunity for the inclusion of biodiversity conservation in the regulations of the municipalities
