Environmental democracy is based on three fundamental rights - information, participation, and justice. Access to these rights is essential for the promotion of sustainable development, and other fundamental rights. The objectives of this work are: to verify what benefits normally provided by the participation axis? whether participation radiates benefits for other rights (information and justice), and even for participation itself? and if it is possible to identify them in a Brazilian municipality? The text was elaborated from qualitative research, with a theoretical-normative profile, and environmental democracy is the theoretical framework that anchors the research and uses as research techniques the documentary analysis and the bibliographic review. The data were obtained from secondary sources, in books, scientific articles, and empírical data contained in official reports of an Austrian government institution, to identify the benefits arising from participatory processes on the axes of environmental democracy; and primary source, in a municipality that presented an increase in the degree of participation, to verify the incidence of these benefits. Results were obtained that demonstrate the benefits of participation on the three axes of environmental democracy, including in the case studied, making it possible to affirm that there should be a focus on the construction of participatory public policies.

A democracia ambiental se assenta em tres direitos fundamentais - à informaçao, à participaçao, e à justiça. O acesso a esses direitos é essencial para a promoçao do desenvolvimento sustentável, e demais direitos fundamentais. Os objetivos deste trabalho sao: verificar quais os benefícios normalmente proporcionados pelo eixo participaçao? se a participaçao irradia benefícios para os demais direitos (informaçao e justiça), e inclusive para a própria participaçao? e se é possível identificálos em um município brasileiro? O texto foi elaborado a partir de pesquisa qualitativa, de perfil teórico-normativo, sendo a democracia ambiental o referencial teórico que ancora a pesquisa e utiliza como técnicas de pesquisa a análise documental e a revisao bibliográfica. Os dados foram obtidos de fontes secundárias, em livros, artigos científicos, e dados empíricos constantes em relatórios oficiais de instituiçao governamental austríaca, para identificar os beneficios decorrentes de processos participativos sobre os eixos da democracia ambiental; e de fonte primária, em um município que apresentou elevaçao em seu grau de participaçao, para verificar a incidencia desses benefícios. Chegou-se a resultados que demonstram benefícios da participaçao sobre os tres eixos da democracia ambiental, inclusive no caso estudado, possibilitando afirmar que deve haver uma aposta na construçao de políticas públicas participativas.
