Resumen de Cumplimiento de Objetivos del Desarrollo Sostenible (ODS), relacionados con la vivienda y el recurso hídrico, aplicados al Barrio Colinas de Pilar, Paraguay

  En el Informe presentado por Paraguay a la Conferencia de las Naciones Unidas sobre la Vivienda y el Desarrollo Urbano Sostenible, que se celebró en Quito, Ecuador, entre el 17 y el 20 de octubre de 2016, conocida como Hábitat III, en el tema construcción viviendas, barrios y agua necesaria para el consumo humano, se plantea: …”garantizar un acceso sustentable a agua potable”. La Organización de las Naciones Unidas, aprobó la Agenda 2030 sobre el Desarrollo Sostenible, que cuenta con 17 objetivos generales, en 2015. El presente trabajo, tiene como objetivo evaluar el cumplimiento de tres, de estos objetivos para el desarrollo sostenible: salud y bienestar, agua limpia y saneamiento y ciudades y comunidades sostenibles a partir de las realidades que se producen al poner en carga parcelas para viviendas sin una correcta planificación del barrio, tomando el barrio Colinas del Pilar, que puede ser similar a otros barrios, en diferentes contextos y ciudades en Paraguay, como estudio de caso.  El trabajo es una investigación descriptiva, se utilizaron técnicas de entrevistas a habitantes de las viviendas que conforman el barrio y a trabajadores de centros comerciales, se revisaron importantes fuentes bibliográficas sobre el tema, se muestran imágenes y se refieren informaciones sobre impactos ocasionados en las últimas inundaciones al ofrecer los resultados finales que valora el cumplimiento de los objetivos planteados, se definen el tipo de fuente fundamental y las conclusiones dejan claro que no existen mecanismos ni herramientas de evaluación de estos objetivos, se identifica que la fuente principal de agua para el consumo proviene de pozos artesianos ubicados en cada vivienda, no se garantiza una infraestructura técnica para este servicio, se denotan impactos en la salud y no se puede hablar de sostenibilidad del barrio.

  In the Report presented by Paraguay to the United Nations Conference on Housing and Sustainable Urban Development, which was held in Quito, Ecuador, between October 17 and 20, 2016, known as Habitat III, on the topic of construction houses, neighborhoods and water necessary for human consumption, it is proposed: "guarantee sustainable access to drinking water". The United Nations Organization approved the 2030 Agenda on Sustainable Development, which has 17 general objectives, in 2015. The present work aims to evaluate the fulfillment of three of these objectives for sustainable development: health and well-being, clean water and sanitation, and sustainable cities and communities based on the realities that occur when putting up housing plots without proper planning of the neighborhood, taking the Colinas del Pilar neighborhood, which can be similar to other neighborhoods, in different contexts and cities in Paraguay, as a case study. The work is a descriptive research, interview techniques were used with inhabitants of the houses that make up the neighborhood and workers in shopping centers, important bibliographic sources on the subject were reviewed, images are shown and information about impacts caused in the last floods are referred By offering the final results that assesses the fulfillment of the proposed objectives, the type of fundamental source is defined and the conclusions make it clear that there are no mechanisms or tools for evaluating these objectives, it is identified that the main source of water for consumption, It comes from artesian wells located in each house, a technical infrastructure for this service is not guaranteed, impacts on health are denoted and one cannot speak of sustainability of the neighborhood.
